For optimizing the SEO of a local business with the goal of driving more traffic and getting customers into our physical location- Would it best to research local competitor's content or similar businesses that rank high in other cities?
If you have the time to do both, then 100% do both, but if you're pushed for time then I'd evaluate your closest competitors as they're the first domains you have to beat.

Come on, what kind of example is that? Balfour Beatty are a huge corporation, they're not trying to rank for keywords. The only companies that can get away with genuine brochure sites are companies like that. I used to work for a major oil company, they were the same. Their website is probably directed more at investor relations & international PR.
