Lol at all the "experts" here. The guards know what they are doing.
The horse was a bit spooked and the guards are used to these situations. Certain noises can spook certain horses and they don't take them in immediately as it is all part of training them.
Right at the beginning the soldier the first thing he did was check to make sure the bit etc were fine. It can be many things in particular marches that spook them. All in a days work.
Perhaps occasionally the tourists need a reminder they are not at Madame Tussauds.

Wrong. The horse is not a spooked horse. The horse seems to be in pain round its mouth. They needed to get it into its stall, into a halter, and have its gums and teeth checked. I’m sure that’s what they did-eventually.

It's not horrible unless you simply take a horse from the countryside and plop it in the middle of a busy city street. The horses are trained and taught to be familiar with the pipesand drum, along with Cannon and gunfire and all city noise long before they are assigned to guard the palace. They're army horses who also march in front or with the band while it plays during the changing of the guard or occasions like the Queen's jubilee, her funeral, and the king's coronation. Also, they only stand for an hour at a time, then go back to the stables, their saddles and tack are removed, and they get water, hay , and sometimes oats, along with a brushing out .
You clearly know nothing about these horses, so shut your yob.

Once a horse realizes it can get away with acting up and is awarded with going back to the stable (with the other horses and stall mates), it will continue to act up and misbehave. Of course, they must figure out first if the bit, bridle is the issue, or the rider. Not once have I seen these guards be abusive towards their horses. These horses are big, strong animals, and it takes a lot of kind training and compassion to direct the horse to do what they do. 😊

After seeing several videos of this horse I can confirm he is a fidgety boy. Some horses are just like that, he doesn't want to really stand still and that is okay. For those thinking he has been there too long- they change guard every hour on the hour, including the horses they sit on. If any guard feels the horse is too stressed they have an emergency buzzer they can hit.
This horse is just notorious for being a bit squirrely and moving a bit more than others. Props to the guard for calmly handling it and letting the horse walk. It may be beneficial for them to let the horse do some runs to get out that excess energy before saddling him up again.
*No I don't mean tired them out I mean loosen the horse up so it can relax and not be so pent up which is what it looks like after seeing this horses video clips after a bit. He is just full of energy and has to get it out. Its like when we are kids and jump up out of no where cause we. just. need. to. move. everyone has experienced that as a child- honest this is probably a young horse
