There was ALMOST a foam mouth girl in LoK, she would've been an Amon fangirl. The creators decided not to do it since it would've undermined the creepiness of the Revelation
The idea, however, was resurrected in And The Winner Is as a Korra cosplayer, who ended up joining the Fire Ferrets after Mako and Korra left (no foam mouth, though). So we almost had a foam mouth girl...in a pro-bending match. Who needs bending when you have foam, the ultimate weapon
