The last digit probably only changes for SSB and CW, where a few tens of Hertz can be heard. I believe as vacuum fluorescent displays age, they get dimmer. As this segment has never been lit before, I've no idea. 🤔
I left the radio on for over an hour and the digit has now got to the same brightness as the other segments , It's also working on all modes .... Win win 👍
