The base doesn't look sturdy, the frost line is usually 4 feet in the ground. 2x4 joists should be at least 2x10 Wall studs should be 16 inches not 48 should also have a top bottom sill plate for each wall, god forbid this is only step 1! It wouldn't pass code but it may last until there is a major weather event!

Says who? Has it ever occured to you that people were building things long before some body made up rules as what a floor joist "should" be?
And one other thing, its a metric world nobody uses feet and inches outside of the USA anymore . . .
