I have the theory that the Skarlet with the short black hair is the present Skarlet, who regained her legs (as she says to Kitana) after the battle against Mileena, and who mentions Reiko and the MKX Comic events with some characters in the dialogues (with Jacqui, for example).And that the Skarlet with the long red hair is the Skarlet that came from the past, the one that appears in story mode.

An example of a true skin in MK11 would be Sonya Blade's "Island Bound" skin, where she looks like Bridgette Wilson from the MK movie. Then there's palette swaps, where you just change the colors of the costume and/or model. Mortal Kombat 11 really didn't have as much variation in this regard, per character, as people thought. The devs kinda tricked you into thinking there were lots of 'skins' in the game, per character. For the most part, what they did was; they gave each character 2 costumes on release, but then they took the default costume and altered it in subtle ways, so that you got 3 variations of costume 1, and 3 variations of costume 2. Then they included 10 palette swaps for each of those 6 costumes, making it look like you had 60 'skins'. Later on, they added some additional costumes or klassic costumes, some more palette swaps, and for some characters, they even included some actual, proper skins. All of this created the illusion of having tons of options, but in reality, you really just had 2 distinct costumes in 3 slight variants each, and 10 palette swaps per costume. What they should've done, was to showcase every distinct costume available, and let you cycle through palettes individually, just as we see in the clip here. As opposed to placing all color swaps on screen, and presenting all of that as distinct costumes. This would reduce that customization screen to 6 standard costumes, with room for some added costumes and skins. So if you watch the video of Skarlet here, it starts with her default first costume, and cycles through the 10 color variations. Then after the purple palette, it jumps to the second version of the same costume. Where she has the pixie haircut. That's basically the same costume, but modded just enough to present it as a new costume. There's not a lot of work required to produce this; just (slightly) modify the default one. Now you cycle through the 10 colors for this look. After the purple palette, it switches to her third variant of costume 1. Again; very similar to the other two, with minor adjustments here and there. After the 10th color, it jumps to what's really her secondary costume; the one with more leather and latex parts. This one also has 3 variants, and each variant has 10 palette options. Then she has her "Kold War" costume, with some palette variations. Then we switch back to her 2nd costume, with additional color variations you had to unlock. Then Skarlet has her klassic MK2 costume. We then switch to one of the modified costume 2 looks, and we get some more palette options for that one. She gets a UMK3 costume. She also has a somewhat unique "Time Warrior" costume, which I think looks really good. Finally, a Kytinn costume, which could be considered a true skin, as the changes to her model are enough to warrant the use of that term, although, technically, it's still Skarlet. Looks horrible tbh. All in all, she has 11 costumes in the game, several of which look very much like others. You could literally display all 11 on a single screen in customization, without having to scroll all the way down. It should also be noted that even though I spend lots of hours grinding the game, I eventually didn't unlock all options. I didn't own the Kold War costume, I think I only had two color variations of her "Time Warrior" costume, I was missing some palette swaps that were tied to online play, and I don't think I owned the bug skin, either. I think it's extremely problematic and very frustrating to buy an expensive game, and buy DLC content, and then buy individual gear whenever they happened to sell the stuff you liked/wanted, and still end up with an incomplete game; content-wise. They should make all content available for all players, and for all types of players.
