I really like to use a preasure washer after doing a chemical rust removal. I think it helps remove all the waste. You usually need to wipe over it again with the product before painting. It leaves a surface for good paint adhesion.

Simply re-wet it with Ospho, the wash it off.
It will cut through the old dried product, and come out clean.

First time to mention don’t use this on galvanized parts.
White power is great and normal. Sometimes you get that glossy coating which I think is from a little too much and build up. I get that too sometimes. I try to wipe off excess while it’s still dry which still minimize it. Use an angle grinder with a multi strand steel brush and go over it all before prime and paint.
Osphos is used to etch new metal before prime. Same thing go over with that metal bristle brush afterwards before prime

Correction. Wipe off while it’s wet. WET!

The Ospho site says this is normal. The white powdery stuff shows up after it cures. You're supposed to use mineral spirits to wipe it off before you paint.
