CarrieLine - I think your right. The elevation for Dongbei is 7m | 24ft and is right for snow. Plus they did have snow before this vlog posting.
Alana Delia Her grandpa speaks Chinese with an accent from Dongbei( northeastern part) in China. This place is very famous for snow related activities, seafood and Russian cultural symbols.
