He certainly wasn't a psychopath or a heartless being, considering he did push laws for environmental protection and such. However, now that you do mention the atrocities, I'd like to disagree and point out the contrary, for it speaks of a worse horror: How seemingly normal people with emotions and thoughts could go to such lengths of genocide.
