Yes! People can understand basic English if you speak very slowly and use simple Word but not able to speak.
I would recommend you travel with Google translate

There are theme park that kid can enjoy such as Lego park, retro theme candy place!

It’s depending on what you want, but I recommend to check Animate
is it convenient to bring children to these places?
Day time yes.
you can take children to observation decks, Game Center,karaoke and get some food here.
But you can’t take them to samurai restaurant and bars
So I don’t recommend you to come night time with kids.
They can’t enjoy enough in here night time
