There are well known brands that also do what is called spiking, adding chemicals to diesel and that market mainly race specific
Solution: Every truck that goes to Mozambique for fuel import should declare 60000 litres. If they declare anything less than that or the weigh bridge is broken, they should still be taxed for the amount of 60000 litres of fuel. LOOPHOLE CLOSED.

They should just declare 98% - 100% of full capacity... or make 60000ltrs capacity standard and mandatory...
The problem is, those Rigids can legally only carry 40klt in South Africa. So, if they declare more than that, they will face a massive fine and also get their truck seized. Catch 22.

This problem goes beyond diesel...with me working in the mining industry, you will realise that this type of criminality happens with all commodities mined in this country. It's very sad to see because such things have an effect on our economy let alone the companies or organisations themselves. It has a huge negative knock on effect in the value chain
The biggest reason that something like this is viable, is that we are over taxed on fuel. (Not only fuel)

I knew something like this was up because the way petrol finishes so quick nowadays is just ridiculous. The entire country is paying the price to stuff the pockets of a few greedy pigs, absolute disgrace!
How did our country get to this point. There are scammers, criminals, gangsters, cartels, druglords, fraudsters, racketeers, money launderers and thiefs, you name it in every square inch of the land. Whenever I have to buy or sell a product or service, I have to scrutinize its authenticity, the seller's/buyer's credibility, and carry out various verifications on information. Usually, things are not as they seem. Unfortunately, one always finds out the hard way. That's why I have decided to follow this channel.

Just set a law mandating that all trucks load maximum capacity of the trailer. If the trailer is 60 000L tank then it can’t carry less than it’s maximum load. Set the tax based on the trucks load maximum and you remove all incentives of tax evasion.

If the south african government didn't charge ridiculous amounts for fuel this wouldn't be so lucrative. in 2008 oil was more expensive than now but fuel was alot cheaper. This just leave massive room for illegal activity. The government has left to much on the table for criminals s to ingnore.
One way to protect the underground fuel pipelines would be to wire them up to live electricity. Then I remembered the load shedding, so maybe that wouldn't be so effective after all.
They will also find inside men who will disable the "live electricity" , and then they say "it's not working"

It does, but the weight remains the same. Only the density (and the volume) changes.

Yes it does,the weight on changes " becomes less" if the vapour of the fuel is allowed to evaporate to atmosphere.

He gets a fine. That's the beauty about fuel fraud. Often very hard to prove unless there's a serious trend of under declaring. He will be fined 100% of what he under declared or the load goes to auction. No one ever goes to jail for these crimes.
