    Solution: Every truck that goes to Mozambique for fuel import should declare 60000 litres. If they declare anything less than that or the weigh bridge is broken, they should still be taxed for the amount of 60000 litres of fuel. LOOPHOLE CLOSED.

      The problem is, those Rigids can legally only carry 40klt in South Africa. So, if they declare more than that, they will face a massive fine and also get their truck seized. Catch 22.

We can all see that someone very powerful is involved in this liquid gold scams in South Africa, it’s not likely for an ordinary person to getaway with such crimes.

    This problem goes beyond diesel...with me working in the mining industry, you will realise that this type of criminality happens with all commodities mined in this country. It's very sad to see because such things have an effect on our economy let alone the companies or organisations themselves. It has a huge negative knock on effect in the value chain

Whenever I have to buy or sell a product or service, I have to scrutinize its authenticity, the seller's/buyer's credibility, and carry out various verifications on information.     Just set a law mandating that all trucks load maximum capacity of the trailer. If the trailer is 60 000L tank then it can’t carry less than it’s maximum load. Set the tax based on the trucks load maximum and you remove all incentives of tax evasion.

    This kind of scaled crime will commence, it is too well organised. These people aren't doing this because they are hungry they are doing this because they are bored. They are already fat and want to get fatter. If the weigh bridge doesn't work then the industry must grind to a hault, legislation before servitude.
    Crimes of this magnitude you probably find predate the independence of this country, it's magnanimous.

    If the south african government didn't charge ridiculous amounts for fuel this wouldn't be so lucrative. in 2008 oil was more expensive than now but fuel was alot cheaper.     I'm wondering, does fuel not also contract and expand quite a lot depending on temperature? How does that effect the actual weight?

      It does, but the weight remains the same. Only the density (and the volume) changes.

      He gets a fine. That's the beauty about fuel fraud. Often very hard to prove unless there's a serious trend of under declaring. He will be fined 100% of what he under declared or the load goes to auction. No one ever goes to jail for these crimes.
