A full solution would be to take up a couple of rows of block, expose the old air bricks again and get the outside paving to 150mm below the DPC. Just done that myself as some idiot block paved similar to the place you are helping to sort out.
Ian Freeman yes that would be A soloution that is not practical due to cost, time and effort. The paving has only been down 8 month and was installed wrong. There are lots of solutions to most problems it trying to get the best for the customer.

Wouldn't it be best to have the air brick at least 1 brick height higher as it'll stop any snow or rainwater getting into the property?
In theory yes but your judged by the joists and internal floor level unless your going to fit a telescopic vent
