It's Sally herself. She does ALL the work on these and it gets released after approval from management (She talks about the subtitle jokes on Trash Taste Podcast's episode where they interview her. It's a MUST watch, both hilarious and really genuine.)

I feel like it's character development that more and more of the Sally quips were what she actually said in Japanese. Like, instead of completely hiding her true sense of humor in the English subs, she's comfortable enough to show that side of her from time to time around her staff even while she's in Japanese idol mode.
Remember back then she was famous as the idol meming in Englisch, but rather shy and not that meme-y in Japanese? I think she got to the point that she can convey her style of humor freely in Japanese too.
