I think Bucky is just slightly less skilled than cap in hand to hand combat but is definitely better with his weapons. However cap has way more serum than Bucky and his character simply wont let him back down so therefore he’s still better

"Underrated avenger, man." is a correct sentence more or less, it's the lack of comma that makes it not so, making it more likely that they just didn't put a comma as opposed to your theory of not speaking English and going through the trouble of translating three words to put a comment on youtube. Needless to say, that theory is fairly unlikely on it's own as people from many different places, that have different native languages, watch youtube and probably appreciate both Marvel and Imagine Dragons and probably don't feel too bad about leaving a comment in their native language. But sure. Take a three word comment and assume they don't speak a language. Hope you don't trip on that conclusion you got there.
