Yes mate. I have drawings for retaining walls I kept from a few years ago. 9 inch only retains 600mm. They show 440mm for 5 courses then 327mm for 3 courses then 9 inch, weep holes and back filled with gravel.
No drainage through the wall? I’d dig the back out and get some gravel and pipe through the wall. Won’t last a year otherwise especially only being 9 inch.

9 inch hollows filled with concrete and rebar ive found the best in these situations, bit tough on your own though.

Gauge your mix with buckets not shovels look at the different amounts on each shovel cement and sand different in volume

I’ve never gauged a mix, belle mixer filled with 1 bag of cement or a big 5/3.5 put 2 cement in. Plenty strong enough🤙

Was thinking along similar lines me self .having the piers jutting out doesn’t look great . In fairness though he did a nice clean bit of block work .
