@@opgamer9296 fam I misspelt one word . Started
1. Add a layer.
2. Paint it all black.
3. Lower the opacity (lower than 50%)
4. Add a layer.
5. Set it on ADD from the Blending Mode.
6. Use a light colour and the Dip Pen (Hard) to outline the area where it's supposed to be glowing.
7. Do the outlining.
8. Add another layer.
9. Set it on Add.
10. Use the Airbrush (Normal) and a slightly different but light colour.
11. Keep on changing the size until you get your result.
Simple as that? Wow, gotta say, I'm impressed!
