Chidinma, you are not a spirit. So except you saw a project advertised (which informs you that the person in charge of the project has funding), you just shoot your shot. Of course, you wouldn't be mentioning that you want to confirm If he or she has funding. Just express interest. If they like your profile and they have funding, they will tell you.
