To be fair it’s called an apocalypse role; in which Town of Salem 2, the game the mod is directly inspired by, has it as.
It’s passive at first but when it transforms, it’s ultimatum for every other role. Hence apocalypse.

Because the jester is the only person who knows the jester is clear. Everyone else thinks the jester could be the killer and are therefore way less sus of the real killer.
