That's the turbo wastegate, and also he didn't move it to neutral; he just put it in a much higher gear, which puts it at a lower RPM, improving fuel efficiency and lowering the engine brake effect when trying to coast.

If your thinking he's shifting when he uses the lever to the right of the wheel, well, no...that's the transmission retarder. It helps him slow down when approaching intersections, going down steep hills, etc so he doesn't have to use the brakes as much. It's the same idea in the USA with "Jake brakes," aka, engine brakes - less wear on the brakes. There are 3 to 4 levels and, if you observe, he brings it all the way back up immediately after stopping or before speeding up. Plus, being an automatic, he wouldn't be able to manually select specific gears anyway. Finally, the shifter is down and to the right on the middle console - he never takes his hand away from the wheel.
