That's VERY European/American centric. In Madagascar, there is a Queen guilty of genocide: Ranavalona I. In China, Empress Wu Zetian allegedly killed several of her husbands (Emperors), children and grand-children (not counting all her opponents) to gain/keep power. Only a few examples.
Iâd argue that Ranavalona I is one of the most evil people to walk the face of the earth. Killing at least half of your population is ruthless and cruel fashions is beyond evil.

I am skeptical of the accusations levied against Countess Bathory, just far too many rumors and allegations but surprisingly, there isnt as much evidence to support the claims. Much of the evidence used to convict her was flimsy and witnesses were questionable. I think her rivals set her up with false charges, paid off witnesses, and all the evidence that we see today was planted after the fact, but because people love their horror stories, lore, and legends, the fable endured as fact to this day.
