You can do it any time. Winter is very challenging. If you want to do in the winter then maintain temperature. Day time at least 25 degree Celsius and night time 15 degree Celsius. Keep the pot indoor at night. I used here cocopeat and soil mix. Watch my latest videos that will more easy.

The shoots easily come up when in humidity dome, but not roots. In fact when you see shoots with out roots, the cutting will eventually rot

I have one lemon plant from seeds. It is two years old. Last Spring all the leaves dropped, I pruned and later came really healthy. I keep indoor in the winter time use a little bit water. Use good fertilizer in spring. Don't expect fruits from that plant in 4-5 years. You need to graft it or propagate lemon plants from cuttings as the guy is doing in the video.
