After all, xenophobia is rife in the imperium, and no effort is made to temper the hate motivating it. Much like the followers of slaanesh, those who live in hate must resort to greater yet greater acts of savagery in order to satisfy it.
It's not unlikely that the first liquefaction was some kind of hate crime. It's only natural in a setting like 40k for such single incidents to result in massive suffering further down the line, as reasons are found to continue perpetuating the cycle of hate, pain, and violence

The one I'm most unsure as for the treatment is the Twileks. On the one hand, they're very aliens looking but on the other, they're potentially naturally submissive (don't remember the source or if it's still canon as I believe it came from Legends) and one constant amongst nobles (and maybe the guards) is that they're horny bastards.

with Twilieks the Disney Canon seems to have done away with the idea that they are naturally submissive and instead opt for the idea that the Twilieks are so beaten down by slavers, the drug trade, the Separatists, the Republic, and later the Empire that for the most part their will as people is broken.
I imagine the Imperium would probably try turning Ryloth into a pleasure planet with an enslaved Twiliek population used as servants and their people exploited by visiting Imperial Guardsmen as "stress relief" just like the Galactic Empire does in Disney Canon.
Of course the Ryloth freedom Fighters are some of the most experienced and well coordinated fighters in the entire galaxy, to the point where their assassination attempt on Palpatine and Vader was even giving Vader trouble, which is extremely impressive because Canon Vader isn't a jobber used as a measure stick for other villains like his Legends counterpart was, Canon Vader is just a force of nature all his own.
So any Imperium Governor who gets assigned to Ryloth would have their hands full, assuming they don't get lazy and let their underlings do all the real work while they relax in the lap of luxury.

Should have farmed them. Let them live their lives but as part of their tithe for the Imperiums protection require all the bodies of their deceased be surrendered to the Imperium. Then hand out the rejuvenation to the most worthy of the Imperium and those willing to pay astronomical amounts for it while continuing the study the substance to improve the formula with the study funded using the resources of those who payed for the rejuvenation. It would be such a valuable resource I’d even dedicate founding 1 whole chapter of Astartes from Ultramarine gene seed with the mission to hunt pirates, poachers and reinforce that sector of space.
Just imagine the value of being able to grant the greatest minds and commanders of the Imperium a few extra decades and also being able to create an unofficial tax for the Imperiums richest nobles the resources that would have been wasted on that nobles 3rd palace on the 5 world in the sector that had influence over could be used to not only support the Astartes chapter guarding this resource and the research behind it.
