The governor's election is underway and the incumbent - Sheila Johnson - is on the sidelines. But rather then wallowing in sorry, she decides to get busy attempting to build the community that she wasn't able to while she was governor - a large, modern metropolitan community that is the envy of other state in the Upper Midwest. That said, every community has to start somewhere and today we lay the humble foundations of the community - Paradise Bay.
We'll master plan a roadway layout for the community and plan for and implement a number of services including passenger rail, police, fire, medial, death care, parks and elementary education. We'll also detail the community to make it feel more complete, including adding beaches to the shores, since we'll be using the Beach Properties DLC extensively throughout the city. We'll also call a bit of a mulligan on a rail project from the previous episode... Verde Beach flashbacks, anyone? And by the end, we'll have a community primed for rapid growth.

Hey Phil, 2 things I wanted to address were
If Sheila developed all that land herself would it make sense for her to name certain areas after herself
50:57 : just saying that small grey area on the far left would be perfect for a lighthouse in the future
Damn Phil's voice acting range has really come along strong 😄
I really like what he's done with Chucky but his impression of Timmons might have to grow on me a bit more

34:46 that's a turn even minecarts have a hard time with. I would just remove it and make trains reverse, they can do that and it look way more realistic
I’m wondering if it’s AI generated via something like ElevenLabs or if it’s an actual person.
it's so much fun hearing "it's fine/it looks fine" knowing there will be a minute plus montage of fixing coming

safe to say im invested in the magnolia county lore now
Who isn’t lol
The fact that I replayed the video to just watch the news scrolling at the bottom during the governor debate show how invested I (and probably others) are.
Me when this series started: "This is a bit awkward, but I'm glad this guy is having fun."
Me at this video: "DID SHE DIVORCE HIS ASS YET?!?!"
@@Umberspite-xs3yy hahahaha fr😂
Chuckles singing “We didn’t start the fire!” 😂 Bad look dude.
His "we didn't start the fire" shirt is raising a lot of questions that are answered by his shirt
About the rail: massively agree with the changes made. However, that curve is too tight (you don’t want a train to have to slow down that much in the middle of a journey). The rail company is more likely to pay for the bridge to be extended (or the bank raised to allow the track to pass under it) than to accept a bend that tight and slow.
As for raised track, it’s very common in English rail construction (although I don’t know as much for the US). It allows the trains to maintain a greater speed, since most of the surrounding area is low, rolling hills, much like coastal Magnolia. It also helps to prevent flooding.
Ya that bend was cringe too tight as a rail fan. I would just pull that connection way back down the two lines, have the road go over it.
It would't be that unreasonable in older, underused sections or close to depots or stations, but in this case, more or less in the middle of the main corridor, it is a bottleneck for the whole network. Any train taking the turn will have to slow down so much that it risks delaying all those coming behind.
Well since we're probably revisiting it next time I'd suggest a much gentler wye configuration. Back it out further and maybe have it cross the road to make the connection. With an eye to the future for grade separation to be done.
Only other solution in its current position to have a flyover but I dont know how keen Jamila would be on that idea or how it'd play with the road network.
As someone who works in rail (the signalling side, not the actual track construction) that curve just gives me headway nightmares
to be honest, here in the US it'll be the complete opposite. raised track would be a non-starter by CSX, Union Pacific, NS, and BNSF, which are the 4 major rail companies in the US for any area. it would be considered cheaper to dig straight through rolling hills.
then again, rail construction is a rare sight to see here in the US, and aside from laying down new track every 10 years, and brightline becoming a private version of amtrak, it stands to reason that you're not gonna have much go through any town. it is more likely you will find more road construction than rail.

1. I'm happy to see that the rail bridge was removed from the little lake.
2. As much as I prefer Emily (and am glad she won), Chuckles isn't wrong about a lack of dedicated conservation areas/efforts.
True, I think we need some political participation from the opposition to bring some equilibrium
@@4zael_ The Neighbors local group in MC has been very loud in advocating conservation efforts. Though that conversation has been limited the planning committee on discord.
It's sad how you'd never see a statement like this in real politics. There's no nuance anymore. When's the last time you've seen someone say, "I like X politician, but politician Y isn't wrong about problem Z,"
We need stuff like this IRL.

"Local developer suggests building beach properties without beaches" 😂. I loved the ribbon at the bottom during the beginning
This is my favorite channel on CZcams at the moment, and has been for a while now. It’s funny because I’ve never even played the game. I just find the depth of the story compelling, and the meticulous and logical planning to be very relaxing to me. I can’t explain it but your work is therapeutic to me Phil. You rule! Thanks for all your hard work!!!
Same here! I look forward to these episodes the same way I looked forward to my favorite television shows as a child. The end of each episode always leaves me with the desire for more!
I started playing Cities Skylines 1 because of this channel. Never picked up a city builder before then.
I bought CS1 after one of Phil's DLC ranking videos. Turns out I would rather watch other people play than do it myself.
it's more likely his "put you to sleep" voice that's relaxing you so much lol
@@vineousvondrake2456 Most nights I struggle to fall asleep, literally tossing and turning for more than an hour sometimes, then I start playing one of his videos and I'm gone within a few minutes. It sucks that I've watched all his videos because now I have to wait for his next video to be uploaded. His videos are the only thing that helps me to fall asleep faster
Often imitated, never replicated. Your storytelling is top tier. And with these voiceovers, I could watch stories of your cities like soap operas. I love it.
Jesus Christ, you did good on the beggining
I want to challenge you on couplets being safer for pedestrians! 🙂
If your streets are flat, straight, and have priority timed traffic lights, then there's nothing to slow down vehicles-leading cars to treat the road like a highway. My community is actually converting our couplet into two two-ways due to the impact speeding vehicles have had on noise, air quality, walkability, pedestrian safety, and ultimately commercial activity.
If you want to keep the couplet but make it safer, perhaps consider adding curb extensions? Or narrow the lanes with parking/widened sidewalks/trees? 🤷♂

imma be 100% with you phil, I love it when you screw up rail and have to do it over and over. I love rail episodes, simple as
I work for the German Rail and one of my stations is right there where two lines meet and it has such a slingshot curve. It was build in war times and can handle even the heaviest trains (guess why...) but only at 40km/h. However, it is regularly used but only few times the day. One generally avoids sudden bents, always curve in and out smoothly (the entrance of the station). 1.25% is considered the maximum slope for main tracks (due to heavy cargo trains - they can barely make it. My other station has 1.2% and if they must stop, they might break down and need an assistant engine. We in Germany usually have only one engine per train but our trains are not as long and not as heavy as in the states).
That curve at the junction looked far too small to me, so I quickly found a minimum curve speed calculator for trains online to use as a guideline.
The equation it gave is r = v^2/[g*tan(theta)], r being the radius of the curve, v being the maximum velocity of the train, g being gravity, and theta being the bank angle of the track. I believe the same calculation is used for highway curves, but trains can only handle far shallower bank angles. For the calculation, I used the 115m shown when making the curve as the radius (which is actually higher than the radius so this is an over estimation of velocity), and bank angles of 1 degree and 10 degrees
on such a 115m radius curve, a 1 degree bank gives a max velocity of 4.4 km/h (2.7 mph), and a ten degree bank gives 14 km/h (8.7 mph). That is far, far too small a curve, as trains get most of their efficiency by staying at speed and not spending energy on braking and accelerating unless absolutely necessary
Never ask a man his salary, a woman her age, or a Cities Skylines player their radii of curvature.
Sounds about right. You could get away with a tight turn like that close to a station where the train is already going slowly, but it'd be very unwelcome for a train that's up to speed...
23:28 To expand on this: In Norway, pedestrian can generally cross wherever they like. Pedestrian markings like that just mean the pedestrian gets priority over cars. The obvious exception to pedestrians being allowed to cross anywhere being that pedestrians aren't allowed on highways under any circumstance.
In the game pedestrians really dink traffic flow is my only thought.
Wow the radius of that rail junction. That is a derailment or head-on collision waiting to happen.
Yeah, that small radius wouldn't happen. The track would have split off earlier to have a larger radius that would allow faster speeds.
1:12 Did that news ticker say Verde Beach might actually becoming back!!!
Probably an early April Fools' Joke
1. Part of me wants you to revisit every town with that zoning tool, to make everything look better (lots of work, I know)
2. Green Street should be Johnson Street
Adding a community fishing pier or even a small marina would be an awesome addition to a beach town like this! Maybe in that small natural cove in the bottom right of the town :)
I think adding some homes on the other side of the road closest to the beach might be a cool addition, I don't know what its like on the Great Lakes but at least along the West coast you see lots of homes' back yards facing the ocean, with entrances to the beach being where roads go perpendicular to the ocean between homes. Considering Sheila's willingness to develop all the inland forested, I don't see why she would be unwilling to encroach onto the beach a bit more for the sake of making more money from that beachfront real estate, unless she has a real affinity for preserving specifically beaches LOL. The build looks great regardless!
Maybe the trailer park style assets would fit considering their small size and how often it was seeing small camper style homes or shacks even on beachfronts
Where I live in Germany we have train tracks running over the roads just like it was before the Mulligan, except they're elevated with soil, not bridges. And there are small stone bridge segments over roads that run underneath. It's like that all over the place. So seeing those bridge spans replaced with at-grade crossings is freaking wild 😂 🚇🇩🇪
26:35 i *am* prematurely commenting this because I've not finished the video yet, but 2 tracks for the station and 2 tracks for passing trains, so 4 tracks, are more than enough for a station this size I feel. 8 tracks isn't something you'd see in a million population city, who is going to use those last 2 tracks. passing trains already have what they need
Still loving the News ticker, the jab at the beach properties DLC absolutely got a chuckle out of me.
The quality in these videos make it worth the wait!! Love this.
Thank you so much!!
Omg I love the ticker, so many good jokes
I'm a fan of even the simple "WSUP" station identifier.
I love how detailed the lore is getting
The news ticker at the bottom if the debate was gold. This must have been so much work, but it came out amazing! Thanks for the great video. I still look forward to these even though I can't get myself to play CS2 anymore
That train curve under the bridge is super tight. Feasible maybe but on a new build it would definitely be made much wider radius.
a cool thing to add (not sure if theres a mod out for this or not) would be to have a race track somewhere in MC. "Magnolia County Speedway" or "Magnolia County Circuit"
You make the best city builder videos because it's not just about maxing out the population, or reaching some milestone as fast as possible. Every episode has a clear goal and it feels realistic to the size of the community. Just like with Verde Beach, I really enjoy the local stories that are going on.
0:30 my Chuckles propaganda made it into the video!? haha amazing!
You should have a large roundabout where umber and pine (couplet) meets the highways because a lot of the traffic is going to enter the community through there
The opening story telling bit is amazing. Like I was instantly drawn in by all of it, the editing, the story.
a cool thing to add (not sure if theres a mod out for this or not) would be to have a race track somewhere in MC. \
Hey Phil, a little work around i've found until we get legacy flavor back is when you open a build menu such as transportation and manually close the info panel in the top left it will get rid of the white overlay while you place buildings, hope this helps🙂
@CityPlannerPlays: When you drew that switchback for the rail Y, I inhaled like someone had punched me in the gut. They'd put a level crossing through a highway in before accepting that tight a curve. Or a bridge over both the rail and the highway to join up from the far side, *something*.
Sorry Phil, I'm afraid to say that the new slingshot railway connection is way too tight, it would be very unlikely to see a train do a curve that tight irl.
Phil, to answer your question I think the junction at 32:25 is way too tight with far too much slowdown. You could make a much wider bend before the bridge and its associated bank to allow high speed to be maintained. It would result in another grade crossing but to be fair it's impossible to avoid *all* grade crossings at *all* times without unreasonably high cost.
As pointed out elsewhere the rail company could pay for a longer bridge or extended road bank above the tracks if the need for it justifies the expense.
32:27 that curve is probably way too tight, it might not be a problem depending on if the cargo is not time-sensitive (because the trains would need to take this at a very low speed to not derail)
also the elevated sections of track aren't all that bad, viaducts like that are all over the place, tho they're certainly more expensive than level railway; where you're more likely to see viaducts tens of kilometers long is in rapid transit
That newspaper was such a fun detail. I actually ended up reading each article, congrats to whoever made it!
WOW! this really goes above and beyond! thank you for your dedication to this series Phil, you have set a high standard for other creators.
The level of effort going in to this storytelling is off the scale man. Fair play!
your debate at the start of the video was so cool! and might I say, the transition into the sponorship was pretty good too
You are the best at balancing the emergent lore with respecting your established lore. That crazy slingshot rail connection could exist IRL.... but yeah that's a 5mph corner 🤣🤣🤣
Just love how invested in the story you are. It's made it even more enjoyable. This episode, especially the ticker tape on the news, was the best yet! Loved the news reel, the voting for new Governor, thr public polls. Thank you!!!
I love this series. Really appreciate your hard work!
Great video! One secret in front of everyone that I have not seen anyone using is that you can make perfect grids in the vanilla with no mods. When you go to road selections there is a grid tool. You place one end on point A then the other on point B and drag sideways to make perfect grids faster. Was trying to make pedestrian road bridge crossings across a highway and things wouldn't work until I accidently moused over onto the grid tool, and it straightened the gris out.
the most satisfying episodes imo are when you add or overhaul major roads and rail to make them so much more reasonably connected! 👏🏻 I even enjoy the mulligans along the way and learn so much from your process.
The story & lore keep getting better and better!
Something about the rows of similar houses on matching rectangular lots gave me flashbacks to when I was drafting (plot plans specifically) for a Major Production Homebuilder like 20 years ago. I got out of the industry when I realized I was not OK with being an Agent of Sprawl and turning perfectly good countryside into subdivisions.
one of your best ever videos. every aspect of your production and gameplay, narration, educational value is still rising!
Thanks Phil, I just love how much effort and thought you put into these videos, It's this reason your cities feel so organic and lived in!
I have not played City II in long time - but I was following along with this series to get me started. This makes me miss playing along with you. Maybe it is time for me to pick up where I left off and get back into it. I love your content !
I really love the lore you create for your cities! It actually makes me care for each section of the city, and it's great to get know the more "technical" and bureaucratic stuff. Love your series
I've grown to very greatly appreciate your music choices throughout this series, especially at 45:08. Thanks for helping me discover some great tracks!

These stories are so top tier. Like you really make this so much more than a city builder game. I will never not love your playthroughs. Your Amazing Phil!
im so proud of this channel. You seem to be having so much fun.
Wooooow, incredible episode! I really love how fleshed out the lore's getting -- it helps give the build so much depth.
'we're going to add a railways station in the heart of t his community' Oh Lordy here we go... :D
And then he proceeds to place it on the edge of town so it's completely useless to anyone.
@@IISSAACC that's a bit harsh, all you need is a small bus terminal next to the station and it'll be accessible to everyone. You dont *need* to place it in the middle of the town, this happens all the time
Think it will be in the heart of the community; he clearly defined a town center around the station and other city services. And also, at least to me, it’s pretty clear that town is going to be expanded so once that happens there will be no doubt that the station is in the center of the community. Just wait, it’ll grow organically.
@@ludvigholst4767 Yep It fits for an American city lol.
The furthest you can be from the train station in that town is like 500m, there's absolutely no need for local buses lmao @@ludvigholst4767
This came out at the perfect time for me! I was just about to start planning my first of two downtown areas for my map and your development really helped me figure out how I was going to design it! Lay out the roads, then figure out the road hierarchy!
It’s so cool to be able to see a city taking place in the upper Midwest! Keep it up man!
oooOOOooo I really love the little fly over before the city tour, idk if its new or just me, but I love that little pacing change. Good speed too, matched well with your voice over
Changing the rail line to cross that neighbourhood at grade is very good imo. With the hard turn, its definitely something you could see, but it would lower the track speed for that corner by quite a lot so they'd probably just extend the bridge if they had money for it. I wouldn't say that if you leave it as is it would be wrong, because theres definitely some spots where youll see turns that tight on parts of the east coast where space is at a premium, but if you change it that would also be good and probably a bit more realistic for an area like MC.
Love the series!
Phil has just cemented Magnolia county as the best CS2 series!! ❤ unreal work!!
That news ticker. So much back story to CPP's builds.
This series is truly next level. Great work Phil
Great work on another episode. Thank you for all the great videos you make. One thing I noticed that may warrant a correction is at 29:49 on Rosewood Highway just before the bridge it seems like its a bit to sharp or a curve right after the bridge segment. should be a bit more straighter after bridge and a nice subtle curve for a highway.
Hey, i think that sharing high school between several communities is reasonable if they are well connected with public transport and it's not the case with Paradise bay. Probably establishing a bus route to Chairity island is necessary
I love your building. You buildings are so inspiring, for people like me who only build the same grid every time.
Love the stories you put together for this. So good!

I absolutely love that you bring a story to this game. It keeps me coming back. 🎉
33:25 : Is the rail line reasonable...
For 1840, yes
For 1940, probably, but only on a slow branch line
For 2040, not a chance, esp. for high speed rail...
Nice history. So glad that you not given it up and stopt the building in cs2. Looking forward to follow the building. Its just an amazing build.
This episode actually had me on the edge of my seat. Yay, Emily! You went all out to bring reality in to play and it was well worth it. Voice acting is really coming along too. 😊
The voice cast on this series just went to the next level. Love it!
I'm here to appreciate the little things in the edit, like going through the tree branches as a cut from before to after in the city tour :)
Adding a trail to a gazebo on the spit at the tip of the peninsula would be lovely! Something that looks out over Lake Superior and the beach!
i love this series, thanks for making it!
This is the best city builder series I’ve ever seen by far. This kind of lore gives me life
I love the intro! Was a lot of fun! Super excited!
Love the banner at the start. Chuckling away top work.
loving the news coverage at the start!
I was thinking about what you said wanting the new community to have a history and I thought of an opportunity to do some of your story telling that's been so great lately. When the city starts growing and you decide to increase density in certain areas, or change roads, that could be a squabble between new locals arguing the merits of growth vs irreparably changing the character of the community. Anyway, just thought you might like the idea. Love your videos!
beautiful as always. you really inspire me to play and get imaginative with the game!
