- 3GS UK Limited is a private profit making company contracted by Manchester City Council, aimed at taking financial advantage via deception, of members of the British public. They have a vested interest in members of the public dropping litter. 3GS have been surrounded in controversy, with some of their worst stunts including the issuing of a FPN for feeding pastry flakes to pigeons. Sacked from various towns and cities of the UK, they move from place to place and leech around Britain.
In this video; the 3GS operative is caught red handed attempting to issue an illegal Fixed Penalty Notice (FPN) after the litter was picked up after it was accidentally dropped from the woman's grip.

When 3GS win the litter stays on the floor. When I intervene the litter gets picked up and the fine doesn’t get issued.

I hate seeing litter everywhere but I could never do that job. I couldn't fine someone for that. I would be constantly saying "Oi! Put it in the bin mate."

I think of it similar to how I feel about speed cameras. People will speed. Fines don't stop them. BUT.... if you see a police car on the road, everyone checks their speed instantly. Or if you see a sign 'speed cameras ahead' you check your speed. The thought of being caught is enough to stop you doing the thing you shouldn't do. No one wants to get fined. More police cars on the roads means more people keeping an eye on their speed. More litter police means less littering. The problem seems to be with these guys is that people don't know they have the option to pick it up and bin it. All by design of course. They aren't interested in reducing litter, they are interesting in making the revenue.
Fines only punish the poor and make money for the government. If you are rich you don't care about a fine.

Good work. I really hate people dropping litter but I detest this kind of profit-driven enforcement even more. I'm very happy for my tax to be spent on telling people to pick something up, but this effective entrapment makes me very angry.

Do these guys get commissions on the fines? they’re so forceful when it comes to violating these people over small items that they wind up, dropping, or throwing, while they shouldn’t litter, if they make up for the infraction in the loss states that if they pick it up and throw it away that there will be no fine that these young punk cop wannabes aggressively go after these people, and don’t inform them of the law, for instance saying to them if you don’t pick that up and throw it in the bin, you will be ticketed, and receive a fine
