Given they lied so much it is hard to see how. 47 Americans have died fighting for Ukraine, not 491. 5 more Americans died doing humanitarian work. As I see it, Russia is likely lying about the other nations too. In addition Ukraine has over 20000 people fighting from 52 countries. That means Russia decreased the number of fighters and increased the number of losses.

Sanctions against Russia has had the desired effect as the G7 predicted.

Ah, but we KNOW from the domestic disputes of Polish gravediggers that by March 2023, the number of Polish KIAs amounted to over 5 thousand already.
Meaning that the numbers Russia is presenting are only the hard confirmed KIAs.
And in the breakdown of numbers, we can instantly see that it's NOT the total numbers.
Because France has lost a helluva lot more than 147. They've lost over 300 just in the last 3 Russian missile strikes that targeted them. And that does not include battlefield KIAs.
We also had information in 2022 that the total number of Polish personnel in Ukraine was around 15-20 thousand.
My guess is that Russia counts "mercenaries" and actual mercenaries separately.
So, these numbers are just those of actual mercenaries, not the Nato/EU personnel dressed up in Ukraine uniforms.

Not exactly. Before officially annexing the Donbass oblasts they did not do so at all. But with the various fighters already there, they had to create a system for non-Russians to be part of the Russian military.
So, foreigners fighting for Russia will generally join the Donetsk or Lugansk militias and not the mainline Russian military. Though supposedly, there's some exceptions.
And no, Russia has NOT "recruited" at all. They've merely made it possible for volunteers to be able to join.
If Russia had actively recruited, they could easily have got tens of thousands more personnel.

The New York times report from August 2023 cited nearly 70,000 soldiers have been killed and up to 120,000 wounded. So that doesn't take into account for the advances Russia has made in taking Avdiivka and other gain attributing to further losses on both sides. Zelenski claims only 31,000 have been killed thou I question the accuracy of claim as Ukraine utilizes a fair amount of propaganda as well. Either way US intelligence report that was declassified in dec 2023 estimated 315,000 Russia casualties (killed and wounded combined) so it's a far assumption that both Russia and Ukrainian forces have lost around 300,000 capable fighters. Problem is Russian forces are much larger then Ukraine, with a reserve force of nearly twice the size of Ukraine. 2million vs 1.2 mil. Also Russia has a combined male population of 66 million vs Ukraines 19 million. Russia has 100 million more people in total population at est 143 million people vs. Ukraine est at 43 million. Russia has a much larger pool to pull from in every aspect.

It would be interesting to hear about how the families of these killed foreign soldiers were told about their deaths. Who gave the death notice to the families? When the bodies were repatriated back to Poland, USA, Canada, etc, what was the state of the body? Were they missing arms and legs? If yes, then they clearly did not die in a NATO 'training operation'. How NATO countries deal with these deaths will say a lot about the lack of honesty in NATO countries.
