I tried ECOS for Pets! Stain & Odor Remover to dissolve color pencil. It works and its amazing. Its also certified to not fade color according to manufacture. The other type of Lavender essential oil works too and its not as strong smelling. Lots of wondaful carrier oils. I use organic cold pressed Coconut oil, jojoba oil and Aragon oil on my body.

Just want to make a note here. Cosmetic products are actually regulated by the FDA. I didn't know this either until I started studying cosmetic chemistry.
Regarding mineral oil and petrolatum: There are crude, mildly treated and highly refined kinds. Crude/less refined forms of mineral oil (used in industrial application) have indeed been associated with an increased risk in nonmelanoma skin cancer (according to National Cancer Institute at NIH).
However, highly refined mineral oil and petrolatum are considered very safe (there's decades of data on this). The FDA regulates them as over-the-counter drugs for several uses, including personal care and medicinal.
I still wouldn't use either for blending though because of the effects you described.

Have you tried using hand or face cream?

      If you use creams, or
Baby oil, or Vaseline they will stay in the paper. Overtime, you will see where the oil bleeds through to the other side. Oils never
dry or evaporate.. I do not recommend them.. With solvent it evaporates and does not leave any residue material in the paper. You won't have a problem with solvents. Plus solvents blend colored pencils much better and easier. Beware of using oils.
