When I was in the US Military I was a American first Soldier second. Which means I took a oath to protect USA Any President in office has the duty to keep our borders secured.

Military officers are trained to be a unique breed of their own & most will follow their Commander-in-Chief blindly even when it's wrong because they are brainwashed to do so. Marine Corps officers can face disciplinary action just for speaking bad about POTUS even in a private social setting, so that's the issue with expecting a military to not follow his orders unless they just don't care about their careers.

Unfortunately the Supreme Court has already weighed in on the Federalization of the NG on multiple occasions. They have stated that the NG is a part of the US Army and as such under the Jurisdiction of the Commander in Chief. Federal Law outweighs a state's law at the moment.
