Hey there. Professional mermaid performer here. Wanted to throw in my two cents here.
Most accessible brands of caulking silicone is not designed for tail construction.
A lot of mermaid tails currently on the market in our industry use dragon skin silicone (which is a medical grade silicone used for prosthetics and is currently the industry standard for silicone tails).
Certain brands of caulking as well can be highly toxic to human touch so for anyone attempting to make a silicone tail from scratch.
Do your research and make sure that your silicone is safe to use.
Crafter here most likely in addition to safety concerns of using hardware silicone as opposed to medical grade "dragon skin" most hardware store silicone will not adhere to dried silicone as you are depicting, it also is going be kinda temperamental to work with. It is not going to be stretchable or accept pigment or spray paint long-term either.
