You see this on the 83's often because they are designed to be rekeyed by the end user and/or their locksmith to match their house key or something like that. Abus can't rely on people to use perfectly cut keys to factory specs, so they build a margin of error in to ensure their locks operate smoothly.

So that flat area on the top of the core just adds to the space at the shear line? Why would they make it easier to pick? Great Video LPL.
