I would have called a blocking foul; almost a charge but body positioning was poor and his feet weren't properly set. In other words, the defender initiated contact by jumping to the right and into the path of the offensive player looking to avoid contact.

It’s as exploitable, as avoidable. If the defender happens to be moving while being charged at, it would be a blocking foul/ defensive illegal screen on the defender’s part. But since he’s set in motion and takes the charge, it’s considered a foul on offense. It’s not something that can happen all the time though. You have to do it perfectly because if you do it too early, then the opponent would obviously notice and avoid you, giving the offensive team extra leverage to an open teammate,due to you being stuck in screen position or if you try to wait til the last minute it will definitely be considered a blocking foul or a no call for a flop (which happens a lot).

I think the foul is on 32 because the offensive player did not have the ball a single time in the possession and he didn’t initiate the contact, it might have looked like it but that is just a natural response to an unexpected action. Also, 32 purposefully blocked the path of the other player. I do also think that it could possibly be a no call because all the time when a player is cutting the defensive player makes some type of contact with the cutter, and most of the time the cutter isn’t trying to make contact with the defensive player it is usually the opposite where the defensive player initiates the contact with the offensive player and I see no difference here just that 32 fell on the ground. An example would be if every time an offensive player is making a cut to the basket and a random defender just slides over and gets in the way that wouldn’t be a foul if the offensive player didn’t purposely run in to him.
This pissed me off because it’s 100% legal but you just don’t see it often but this one dude I always played against did this and got me a few times and made me so freaking mad. Gotta pay attention though and stay in the game.
