Steam tugs have usually condensing steam engines, the steam is recycled. You only need to burn coal when the pressure is low and the load is high. The high funnels create the draft needed for the coal fire to burn. In trains the exhaust steam is injected into the smoke chamber, so that there will be a good draft without a high funnel, that creates a big cloud of smoke and steam.
