@@chappellroanmemeslip gloss is a cosmetic product with skin contact, of coz you need regulations, especially lip products that could be accidentally ingested. I'm pretty sure places with regulations would not allow those fimo slices that goes into the bottle coz it might be hazardous. Bacteria is also a main concern as it might cause irritation and infection. There should be permits you need to apply to make sure products are up to health standards. Its not "a lot" at all to protect consumers.

It’s extremely easy to make lipgloss, you just buy versagel which is basucally clear lipgloss and add the color. The hard part is getting it into the tubes.

It’s not. You can buy the base online and add your own oils and fragrances. This kit cuts that all out though and you don’t have to formulate anything on your own. Just customize to your own liking!
