I feel that the adjustment for Hwa will make her can counter not only the hp-scaling unit but also def-scaling unit, maybe she can one-shot ayufine or lermia.
No one is picking Spez rn, are they going to pick him now that he still needs a whole team comp around him and may not work regardless? Evasion does not change anything a dead character since release and forever forgotten... Aux lots cant be used to beat zio for new players anymore which is the only place any1 uses him at this point in time, the rest we wait and see.
Spez change is an absolute W. Stick him on Decrescent now for an even higher counter chance and he's basically Light Violet now with resets on S3 kills. 70% Evasion with a 30% chance to counter on maxed Decrescent, chance to stun and CR push on Counters. He actually went from only usable in Arena offenses to potentially very draftable in RTA. Also the Fantasia change reads like it was done 100% just to push the new Juggs changes so she's easier for non-whales to gear.

I think you missed the part where Hwayoung lost her 30% attack passive, which I think will hit her really hard. For one, it'll make it harder to get the attack diff against most dps unless they make the difference pretty low (which by itself is fine either way), but also means her damage ceiling is actually being dropped very significantly since that's in addition to a multiplier nerf for S3. So she's unlikely to be able to kill AYufine behind mitigation after that, especially if you give her bulk and some speed (so harder to get anywhere close to 5k attack). She probably can be a pretty decent bruiser though, just not a real nuker anymore. Hopefully she does get a place in the meta though, because they completely killed my triple torrent Hwayoung which was one of my most reliable nukers for gvg (mostly against Candy).
You missed aux lots gives boosted unit effectiveness too. So you dont need as much effectiveness on judge boost judge strip silence with aux lots and set judge for nuking.
Jkise already strips tho so she doesn't need auxlots to do that and potentially get countered. Also units who need a pushup like LQC aren't that great because if they ban your cr booster you're done for. Jkise will just have to go fast herself and not rely on cr boosts

I think Hwa got a win here in being more generally viable overall. The barrier loss is small cause she can be built tankier without hp scale dmg and more dmg reduction. I think her S3 won't 1-shot high hp tanks anymore but she will likely one shot high def units/ SW now which are more of a nuisance. The atk passive removal I think is an indirect nerf to artifacts that scale atk like gaiters and especially uberius tooth. I say this because regardless of passive they can scale dmg by changing multis but same can't be said for artifacts. Only issue I have is the condition for passive atk buff, ER would be wasted on her so a consistent cleanser may be needed. Of course her multis will decide everything but I feel this is the direction they are aiming for.

He's not interesting in the story, in kit (he's a budget Bromann, who is still super niche), nor as a 4 star to be forever ignored. Restrict won't save him (and like you said it's probably for Rift rotation, but let's ignore that). Either commit to PvE and let him cheese with poison like Kiris by giving him buff extension, or rework his kit to something consistent and unique for PvP,. I'd change the poisons to Stigma and turn his buff strip to stealing 2 buffs for the ally team instead. AOE buff steal sounds fun and unique. - Again, Why is momo here and who asked for more reduced damage against bosses? She had her time in PvP and she's still really good in PvE. She's better than half the other SC's kits (Rima, Kristy, Pearl, Axe god who still needs a bit more damage or protection in his kit) so it just feels bad seeing her picked for the singular 3 star buff.
