The North American Aerospace Defense Command (NORAD) intercepted two Russian and two Chinese bombers flying near Alaska Wednesday in what a US defense official said was the first time the two countries have been intercepted while operating together. The bombers remained in international airspace in Alaska’s Air Defense Identification Zone (ADIZ) and were “not seen as a threat,” according to a statement from NORAD. The US and Canada, which together comprise NORAD, intercepted the Russian TU-95 Bear and Chinese H-6 bombers. The aircraft did not enter US or Canadian sovereign airspace, NORAD said. The intercept was carried out by US F-16 and F-35 fighter jets, as well as Canadian CF-18 fighter jets, according to the defense official. Support aircraft were also part of the intercept, the official said.

Freedom of navigation applies to ships. And even then, those ships have to make their presence known.
These military aircrafts move at the speed of sound and have their transponders turned off.

Remember, these aircrafts can fly up to Mach 3 and have a firing range of 625 miles or 1,045 km. And once those missiles are fired from the bombers, they can reach Mach 10. - That means they can enter US airspace at about 1 kilometer per second, fly over US land in 30 seconds, fire a missile, and that missile will hit Anchorage in 3,5 minutes. You think there is enough time to evacuate the city? - You tell the victims then, "we didn't scramble because they weren't even in American airspace yet", see if that helps.
