Just hours before his 13th birthday in 2018, Jackson Oswalt fused together two deuterium atoms in the playroom of his family home in Memphis, Tennessee, USA. Jackson's achievement was verified by Fusor.net, The Open Source Fusor Research Consortium, on 2 February 2018 and confirmed by fusion researcher Richard Hull, who maintains a list of amateur scientists who have achieved fusion at home.

A Little Misleading. He built a fusor. A small particle accelerator which fuses atoms. It can be used as a neutron source or to produce commercially useful radioactive isotopes. No net power- the acceleration takes more energy than the fusion produces so calling it a "nuclear fusion reactor" 0:23 is a stretch. Still, no small feat and he’s roughly 1/4 my age and absolutely 100x brighter than I will ever be.

You are correct, fusion requires a lot of energy to make energy. "Iter project" a World’s largest nuclear fusion project begins assembly in France that will have a 10x power output and is worked on by the Iter members. That reactor will create plasma with temperatures of 158,000,000°C

If I tell you a rock of uranium ore is undergoing fission just sitting on the table do you also think that is misleading because it also isn't generating electricity? He does have a fusion reactor. It fuses light atoms into heavier atoms and releases energy in the process. Yes this particular device, like all fusion devices to date, uses more energy than it generates (it makes an extremely small amount of heat from fusion). He didn't claim this was a power plant. It is in no way misleading. If you assumed anything with the word "fusion" on it means "generating power", then that's your mistake.

I'm not disagreeing with you that this is still technically a fusion reactor, since it is as it successfully runs fusion.
I wanted to pull attention to OP said "not in the ways you expect" as the generally accepted definition of a nuclear fusion reactor is one that has a net output, even though you can have reactors that have negative net out but still pull off fusion.
It's called misleading mainly because the general public would assume something that is a nuclear fusion reactor would have some net output, and the video failed to acknowledge that this can't produce electricity really

how does that count as a world record, if it is 100% subjective what counts as building a fusion reactor, since he didn't make any of the parts for it. If someone makes DIY kit for a fusion reactor, which anyone could assemble that surely would make the record pointles, so where is the line. I don't think it could be objectively drawn.

the Guinness World Record is not an engineering award. He didn't have to manufacture the machine but he did all the calculations to make it work, design a system and fine tune it until he could achieve fusion. That's not an easy feat and it's not like assembling a radio kit.
