I didn't think someone would look to find the Engineer's IQ using his reaction time to responding when his buildings are destroyed, but if it were to be anyone, it would definitely be Shounic.
Also, we should probably also look at the fact that the Engineer has this sixth sense to be able to detect when his buildings are destroyed no matter where he is on top of this reaction time.

They haven't abandoned the game they just temporarily stopped the tf2 projects to work on other projects, not everything about valve is tf2 they have to work on other big projects, just wait after their big projects are done then they'll start working on tf2.

Frames =/= ms, there are 1000 ms in a second and I am assuming you counted your frames at 60 frames per second meaning 1 frame is 16.66 ms. That would mean that a 5 frame reaction time would be 83.33 ms and 166.66 ms for 10 frames. Still impressible above average but not inhuman for 10 frames.
i fucked up calling it frames - i forgot there was that second meaning to it. since i counted the time it took for the reaction from adobe premiere, i intended a "frame" to mean the smallest increment that premiere recognizes which is 10 milliseconds. either way i still fucked up lol because somewhere i fucked up my math, assumed it was actually 1 millisecond for each increment so the engineer's reaction times actually needs an extra zero. i think your math checks out but you'd need to basically recount it because the thing i was conveying as "frames" wasn't really frames.
It's been a while since I have used Premiere but I used to use a lot of AE and I think the timecode is the same between programs which is hours:minutes:seconds:frames, meaning measure the smallest unit of time in Premiere would be frames. The way I got 16.66 is if you think about 1000ms/1second = 60frames/1second then all you have to do is divide 1000 by 60 to get 16.66
is that really what it is? fucking god i thought it was pretty reasonable to assume that it was a measure of time just like all the other digits. i haven't checked but yeah your theory makes sense if the last digit is actually frames

well, for starters you can destroy MacBook with a stone
advanced tech does not mean indestructibility
in addition indestructibility isn't only focus. Damn, you have sentry that can be transported by one texan, detects team members, is deployed in less then 4 seconds with a wrench, and requires only metal to be sustained.
Oh and despite of being made from metal only it shoots rockets, bullets and only consumes metal.

I'm not very familiar with TF2 lore, but I remember some commentary from the devs that suggests that the more unusual stock weaponry (whether in appearance or function) were personally customized by the classes.
So maybe the Sapper was some specially designed by or for the Spy, for the purpose of destroying the Engineer's buildings.
I'd guess Spy has a someone helping him with the sapper design so while Engi is updating his own buildings the spy is updating HIS sapper to combat that. French tech vs Texas tech.

IQ isn't even correlated to success or intelligence really, it's kind of just a number
IQ is just a number with no practical usage
@Tuisku if you're 20iq, but have a reaction time of 5, you won't even know how to get in a car, despite great reactions. if you're 300iq,but have a 500 reaction time you'll probably be a good enough driver that you don't get to where you need your reaction time

In a nutshell, it's impossible to get a photo of the engi with flash on if he doesn't want his photo taken, because he will react and move before the photo can be processed, blurring his entire figure and anonymysing himself in the process.
