The reason he's not in the partner program is his increased toxicity and hateful rhetoric. Saying things like "These people shouldn't exist", "you should be Thanos snapped out of the planet", "Nobody would miss you even if you're gone, not even your parents" is exactly why. You know exactly what he means when he says that, he just tries to say it in a non-TOS violating way.
It has nothing to do with what happened 10 years ago, since if it did, he'd have been removed much earlier. Whether he should be in the program or not, he's flipping things here.

That and right after getting kicked out he spilled the beans about how their partner program works and it says specifically in the contract thats a big no no. So they permanently kicked him after.
The most concrete violation that he was doing several times daily for years was uploading his streamed khantent directly to youtube. That's a big no-no and something you agree not to do before you're let into the partner program. It's extremely cut and dry and it's a case of Privilege that he wasn't kicked out for it before.
