The code actually means that if the number is even, return true, and if it is odd, return false.
The joke is that he is very annoyed at the fact that he has to list all of the numbers instead of it being simply "if even, true, if odd, false."

Since I am much a coding nerd, all of those else/if statements all require same or different outputs for the same thing therefor by having THAT MANY IF STATEMENTS you are basically just prepared for any combo of numbers (number is just a variable to hold a value) and when said variable holds certain values, it seems like it returns something (maybe like a click pattern or something?) and if return = false then it probably wont do anything BUT if return = true then it will probably do something (bool does something but I forgot what it does (ties into int = integer and str = string)) and at the top you can see that its just looking for even numbers (this confuses me because with the coding system robtop is using (looks like python3 since I can understand it) it confuses me because if you made the code very specific you could just have it return if the number is even with a slight bit of coding?) the "int" at the top just makes sure that it cannot be a letter/string input, IsEven is probably connected to the bool (again I dont know what bool does exactly) this has been learning coding with a nerd.

The code is meant to return false if the number is odd, and true if it is even. The thing is that they are writing down the result for every single number individually instead of checking if it is divisible by two, which would take one line: return(number % 2 == 0)
