We have a totally dysfunctional federal government, led by a brain dead orangutan. FEMA completely dropped the ball on this one. There should be a huge public outcry... but oddly there is mostly silence.
And citizens of Puerto Rico cannot vote in presidential elections, so our so-called leaders currently in power have no incentive to spend any time or money worrying about them. Imagine if this was Republican Texas or Florida, you can be sure electricity would have been restored by now.
