Faction guardians only applies to champions of the same rarity. Rares for rares and so on.

If you fuse Relickeeper before you get to that Mission, does it pre-count?

Probably not -- I haven't reached that part of the Arbiter missions yet, but I have reached the Fuse Justiciar mission -- I doubt fusing him beforehand would count. 🤓

I think it counts.
Anyway you can have everyone ready and wait till the mision is available to launch it!!

I fused relic keeper, and it is showing as completed. I haven't progressed that far though. I figure if it shows as completed, it is fine.

the thing with relic keeper is that, he kinda sucks, so why waste energy fusing him, I fused him on my main account and I think I fed him. sure, you can fused a bunch of them and use them as faction guardians I guess, but that is about his only use and yeah, you fuse those during CvC

If you listened to the video he straight up says you fuse him for the progress missions for arbiter. No one is seriously talking about using him. You "waste" energy fusing him because you have to for the missions. And the missions are 100% worth it.
