Well I kind of replied to my previous post... I read somewhere that MS may have a list of words reserved that can't be added to the task bar... So I renamed "this PC" but it did not help. Next I created a short cut of it on the desktop. But R click did not show 'pin to the Task bar"... However when I dragged it next to it, it did show "pin to the task bar" and this is where it is and working now! I Hope MJ (This is also my initials!) Does not mind my adding this here.

If you're developing a C# app, BE SURE to define the "Icon" property of your MAIN FORM, in VS!!!! The project-defined ICO has NOTHING to do with the icon that's displayed on the taskbar!
Sounds all very good....But the reason I'm here is because I want "This PC" icon to show up on the task bar, and following your steps (1st 'task manager would not show up, Usually it shows up with Ctrl Alt and Delete, instead it came up with all weird things in a little window?) Finally and another reason for me being here, I experienced similar failures at sending icons or shortcuts to the task bar despite clicking on 'pin to the start bar' ? Using W10 64bts and Chrome
I tried the first method it took a while, icons on the taskbar popped up. This video was helpful... I think my pc is slow so it may have take some time for processing the icons on the taskbar.

thank you, this was so annoying problem and it was hard to identify rootcause, your wideo was very helpful, for me only deleting iconcahce file helped
