Yes, the rates are not rigged depending of our ID/IP.... BTW same was with my pulls, I pulled multiple of one hero who was not on the banners, but never got any hero from the presumable 15x. And I pulled significant amount on all banners this week (100 red, 450 blue, 13 yellow).

During the Iovar banner my free to play account had TWO ancients to pull. I got Valderon on the first one. He really is SO good. It took that account from being stuck on Artifact Material Raid 15, to finishing AMR 18 instantly. He's 50% of my guild boss damage on that account lol.
