Panu kya sir kung ang owner naman ang hindi nakabayad sa contractor?anu kya ang ang pwedeng insurance naman na ipKuha sa owner in favor of the contractor?

Its a different issue. Whatever the reason of disagreement, failure to do their obligation is a breach of contract. They dont need an insurance.
That should be settled according to what is stipulated in the contract and the law . Thanks
