Excuse me, I don't know much about Japanese culture, let alone Tokyo, but are the ladies by the road visible from 10:50 onwards, including the one who gave you directions, prostitutes or...? I can't really tell because some of them look fancier but I wouldn't say they're dressed immodestly. Plus they seem to be holding out flyers or something.
They are not prostitutes but I'm not 100% sure about this. Because I think 1% of them might engage themselves in "Papakatsu" sometimes.
