Because it's a special police unit, the Australian Protective Service, it was responsible for protecting personnel and property of the Australian government (like buildings and congressmen), foreign diplomatic missions and Internetionally Protected Persons (IPPs), the provision of custodial services at immigration detention centres and anti-terrorism. The Met, in UK has a similar unit and the vehicles are red too.
