Pie is a rational number but 22/7 is a irrational number because that's not the exact value of pie
no pi isn't a rational number the value of pi is expressed in decimal which is non-terminating and non-repeating.
I'm sure you know by now but if not: It's actually the opposite pi's value is irrational (3.14159...) while 22/7 is a rational number. For making it easier during calculations 22/7 (value: 3.14285714) is taken as the value of pi as it has the closest value to pi :)

because irrespective of where the negative sign is - numerator or denominator
the entire rational number is considered under negative
but if both the numerator and denominator have negative, then we can cancel out negative-negative and get positive

Ma'am what is the difference between fractions and rational numbers
Fractions can be written as in the form of a/b where 'a' and 'b' are any Whole Number and 'b' is not equal to Zero (0) where as in Rational numbers it is in the form of p/q , where 'p' and 'q' are any Integers and 'q' not equal to Zero. That is in fractions we can only use whole numbers and in rational numbers we can use integers.
