Can these pigments be mixed with white/clear acrylic powders to make custom colours?
yes :D You can also mix them with top coat or white gel polish to create pastel shades :)

DIY nail stamper? I didn't know you can make one. I just bought a bunch of inexpensive ones on aliexpress and found the one that works best.

Hi how did the powder pick up? Shouldn't it be sticky. And every video I've watched they cure first then stamp. I've always thought you cure stamp then wipe
Powder sticked to tacky layer of gel polish colour.
So you placed the pigment on the plate and it transferred to the stamper with no clear polish/gel polish?
