If you think about the first evil is like a sin. everyone is going to sin. It's inevitable. What this season and episode did was take down what the first evil was trying to do: use an army to take over the world. they didn't kill it. all they did was was kept the playing field even. like Giles said in the final shoot of the series, " there's another hellmouth in Cleveland." they knew all along by beating the first evil wasn't going to make the earth a paradise.
