And it's not like Northern states haven't done anything. You can look at TFR.
UP Bihar Jharkhand Meghalaya Manipur have TFR higher than 2.1 rest are below.
Adding to the fact that due to these 4 India still has 2.0 tfr which is quite acceptable to maintain the pop.
If you remove these states
TFR would be ~ 1.6. which is cause of concern.
You need population.
Once a country start to go below 1.6 1.5 it's very hard to again catch up to 2.1 since by then people would not like to have babies having India's fate just like China or Japan.
