So technically speaking if you search up anything without your wifi connected they won’t be able to see at all. Because it says the admin of the same WiFi you use for example your mod or your dad can see your browsing history if you are using the same wifi, but if you are not using the same wifi or you are not using the wifi at all they can’t see?

Yes. If you use the same internet as for example your mom or dad. They can see ALL of your history (including incognito) with the ISP (Internet Service Provider) so probably you should use date or a VPN
